## What happened

On 4 November 2026, the Union Cabinet chaired by Prime Minister Narendra Modi approved the **Viability Gap Funding (VGF) Scheme for Development of Grid-Scale Energy Storage Systems**. The scheme provides total financial support of **Rs 14,500 crore** from FY 2026-27 to FY 2030-31 for **92 GWh** of storage capacity that is yet to be commissioned.

The 92 GWh is split across three technologies: 60 GWh of hydro pumped storage plants (PSP), 30 GWh of battery energy storage systems (BESS) and 2 GWh of alternative storage technologies. The total investment expected under the scheme is Rs 97,600 crore.

## Background

India is adding large amounts of solar and wind power, which generate only when the sun shines or the wind blows. Energy storage lets the grid save surplus power and release it when demand peaks or generation falls, for example after sunset. Storage projects are capital-heavy, so the government pays part of the cost upfront through VGF to make the power they supply affordable.

This is not the first storage VGF. On 6 September 2023, the Cabinet approved a VGF scheme for 4,000 MWh of BESS projects by 2030-31, with budgetary support of Rs 3,760 crore within an initial outlay of Rs 9,400 crore. That scheme offered VGF of up to 40% of capital cost, paid in five tranches linked to project milestones, and required at least 85% of project capacity to be made available to distribution companies (discoms). The new scheme is much larger and, unlike the 2023 one, also covers pumped storage and other technologies.

## Key details

| Item | Detail |
|---|---|

| Financial support | Rs 14,500 crore |
| Period | FY 2026-27 to FY 2030-31 |
| Total capacity | 92 GWh (yet-to-be-commissioned) |
| Pumped storage (PSP) | 60 GWh |
| Battery storage (BESS) | 30 GWh |
| Alternative technologies | 2 GWh |
| Expected investment | Rs 97,600 crore |
| Selection method | Tariff-based competitive bidding |
| Domestic content (BESS) | At least 40% |

Other provisions in the official release:

- **Who can get VGF:** public and private sector electricity distribution companies are eligible for VGF support for BESS and pumped storage projects. Alternative storage projects can be implemented by public and private sector entities.
- **Scale:** the 92 GWh is described as equal to 170% of India's present grid-scale energy storage capacity.
- **Need:** the release puts India's requirement of grid-scale storage at 411 GWh by 2031-32.
- **Domestic manufacturing:** the 40% Domestic Content Requirement for BESS is meant to support indigenous manufacturing and complement existing supply-side incentives for battery manufacturing.

A simple average (our calculation, not an official rate) gives about Rs 158 crore of VGF per GWh, and public support of roughly 15% of the expected Rs 97,600 crore investment.

> **Keep the figures apart.** The official release on the storage scheme does not mention any critical-mineral subsidy or any other outlay. The PM India website separately lists a Cabinet release titled "Capex Support Scheme to Promote Critical Mineral Processing with an Outlay of Rs 2,814 Crore for Lithium and Nickel processing". That is a different scheme. For exams, the storage VGF is **Rs 14,500 crore for 92 GWh**.

## Why it matters

- **Renewable integration:** storage lets solar and wind power be used at night and at peak hours, which the government says will support reliable, affordable round-the-clock power supply.
- **Grid stability:** stored energy can be released quickly to balance sudden changes in supply and demand.
- **Lower imports and energy security:** the government links the scheme to cutting import dependence and to the goals of Atmanirbhar Bharat and Viksit Bharat.
- **Manufacturing push:** the 40% domestic content rule creates assured demand for Indian-made battery components.
- **Discoms as buyers:** by making discoms the main recipients for BESS and pumped storage, the scheme ties storage directly to the utilities that supply consumers.

## Issues and criticism

The official release does not answer every question. Points students can weigh in an answer:

- **Size of the gap:** even after 92 GWh, the stated need of 411 GWh by 2031-32 means much more capacity has to come through other routes.
- **Execution of pumped storage:** about two-thirds of the capacity is pumped storage, which depends on suitable sites, water and environmental clearances, and takes longer to build than batteries.
- **Domestic content vs cost:** a 40% local content rule can raise costs or slow projects if domestic supply of cells and components is not ready in time.
- **Discom finances:** projects selected through tariff bidding still depend on discoms being able to pay on time.
- **Details awaited:** the release does not give per-MWh support rates, state-wise allocation or commissioning deadlines.

## Way forward

- Issue bids early so projects can be commissioned within the FY 2030-31 window.
- Speed up site identification and clearances for pumped storage projects.
- Build domestic battery supply chains in step with the 40% content requirement.
- Pair the VGF with regular monitoring of commissioned capacity against the 411 GWh requirement.
