## What happened

The Indian Navy's indigenous guided missile stealth frigate **INS Sahyadri**, part of the **Eastern Fleet**, reached **Yokosuka Naval Base, Japan, on 4 November 2026** to take part in **Exercise MALABAR 2026**, the Ministry of Defence said in a PIB release on 5 November 2026.

The **Japan Maritime Self-Defense Force (JMSDF)** gave the ship a formal welcome. The ceremony was attended by **Vice Admiral Yagi Koji**, Commandant, Yokosuka District, and **R Madhu Sudan**, Deputy Chief of the Indian Mission in Japan.

MALABAR 2026 brings together the navies of **India, Japan, the United States and Australia**. Japan is the host: according to the JMSDF's announcement of 27 October 2026, the exercise runs from **5 to 12 November 2026** in the sea area **south of the Kanto region**.

## Background

Malabar began in **1992** as an annual **bilateral naval exercise between India and the US**. **Japan joined in 2015**, and **Malabar 2020** (the 24th edition, hosted by India) also included the **Royal Australian Navy**, making it a four-navy exercise (Ministry of Defence, Rajya Sabha reply, February 2021).

Recent editions have rotated among the four partners:

| Year | Host / venue | Note |
|---|---|---|
| 2020 | India | 24th edition; Australian Navy took part |
| 2023 | Australia | Hosted by Australia (Australian Department of Defence) |
| 2024 | India, opening at Visakhapatnam | 28th edition, 8–18 October 2024 |
| 2025 | Guam (US), Western Pacific | 10–18 November 2025; INS Sahyadri took part |
| 2026 | Japan, south of Kanto | 5–12 November 2026 |

INS Sahyadri is therefore taking part in Malabar for a second year running, after representing India at Guam in 2025.

## Key details

**Purpose (Indian side):** The Ministry of Defence says the exercise lets the four navies improve operational coordination, strengthen interoperability and exchange professional expertise through engagements in harbour and at sea.

**Phases:**

1. **Harbour phase** – professional interactions and coordinated planning.
2. **Sea phase** – INS Sahyadri operates with units of the United States, Australia and Japan.

**Drills (JMSDF):** tactical training including **anti-submarine warfare** and **anti-surface warfare**, plus a photo exercise (PHOTOEX).

**Participating units (JMSDF announcement):**

| Country | Units |
|---|---|
| India | INS Sahyadri (frigate) |
| Japan | JS Ise, JS Mogami, a submarine, a P-1 maritime patrol aircraft |
| United States | An amphibious transport dock (LPD), a P-8A aircraft |
| Australia | HMAS Stuart (Royal Australian Navy), a P-8A aircraft (Royal Australian Air Force) |

The Ministry of Defence linked India's participation to **MAHASAGAR** (Mutual and Holistic Advancement for Security and Growth Across Regions), India's vision for maritime cooperation. The JMSDF described its own aim as improving tactical skills and strengthening cooperation with partner navies and air forces in support of a "free and open Indo-Pacific".

## Why it matters

- **Interoperability:** Anti-submarine and anti-surface drills with submarines and maritime patrol aircraft test how the four navies share information and work as one force at sea.
- **Indo-Pacific cooperation:** India, Japan, the US and Australia are also the four members of the Quad. Malabar is a prominent military-to-military activity among the same four countries, though the exercise itself is run by the navies, not by the Quad.
- **Reach of the Indian Navy:** An Eastern Fleet frigate operating near Japan shows the Navy's ability to deploy far beyond the Indian Ocean.
- **India–Japan ties:** The Ministry of Defence presented the welcome at Yokosuka as a sign of the strategic partnership and growing maritime cooperation between India and Japan.

## Issues and criticism

- **Small Indian contingent:** India has sent a single frigate, while Japan has fielded a helicopter destroyer, a frigate, a submarine and aircraft. A larger Indian contribution would need long-range deployments that compete with tasks closer to home.
- **Limited public detail:** Neither the PIB release nor the JMSDF announcement gives the exact split of days between the harbour and sea phases, so the depth of the drills is hard to judge from official material.
- **Not an alliance:** Malabar is an exercise, not a defence pact. India's official language stresses partnership, interoperability and MAHASAGAR rather than any joint military commitment, and observers should not read more into it than the participants state.

## Way forward

- Keep the annual rotation of hosts so each navy gains experience in different waters.
- Widen the drills over time (for example more complex anti-submarine and air operations) as trust and data-sharing improve.
- Use Malabar alongside India's bilateral naval exercises with each partner, so that lessons carry into everyday cooperation.

## Mains practice question

**"Exercise Malabar has grown from a bilateral drill into a four-navy exercise." Discuss its significance for India's maritime strategy in the Indo-Pacific. (250 words)**

Points to cover:

1. Evolution: 1992 India–US start, Japan in 2015, Australia from Malabar 2020; rotating hosts up to Japan in 2026.
2. Significance: interoperability, anti-submarine warfare, India's long-range naval reach, MAHASAGAR, ties with Quad partners.
3. Limits: small Indian contingent, an exercise rather than an alliance, limited public detail.
4. Way forward: deeper drills, regular hosting, links with bilateral exercises.

## Exam angle
- **UPSC:** GS II: India's ties with Japan, US and Australia, Quad partners, Indo-Pacific; GS III: maritime security. Prelims: host, participants, history of Malabar, MAHASAGAR
- **SSC:** Static + current GK: Malabar started 1992 (India–US), 2026 host Japan, Indian ship INS Sahyadri
- **Banking:** One-liners: Malabar 2026 dates (5–12 Nov), host country, four participating navies
- **Railways:** Who-where: INS Sahyadri at Yokosuka Naval Base, Japan
- **CDS/NDA:** Defence: participating ships (JS Ise, JS Mogami, HMAS Stuart), P-8A and P-1 aircraft, anti-submarine and anti-surface warfare drills

## Key terms
- **Interoperability:** The ability of forces from different countries to communicate and operate together smoothly, using shared procedures.
- **Anti-submarine warfare (ASW):** Detecting, tracking and attacking enemy submarines using ships, aircraft and submarines.
- **MAHASAGAR:** Mutual and Holistic Advancement for Security and Growth Across Regions, India's vision for maritime cooperation.
- **PHOTOEX:** Photo exercise: ships sail in formation so that the combined force can be photographed.
