## What happened

On **2 November 2026** the **Ministry of Defence (MoD)** signed contracts worth **₹53,866.50 crore** for **eight Next Generation Corvettes (NGCs)** for the **Indian Navy**. The contracts were signed with two Defence Public Sector Undertakings (DPSUs): **Garden Reach Shipbuilders & Engineers Limited (GRSE)**, which will build **five** corvettes, and **Goa Shipyard Limited (GSL)**, which will build the other **three**.

The signing took place at **Kartavya Bhawan-2, New Delhi**, in the presence of **Defence Secretary Rajesh Kumar Singh**. The PIB release placed the deal under the **Aatmanirbhar Bharat** banner and linked it to the government's **Make in India** policy.

## Background

A **corvette** is a small, fast warship, smaller than a frigate or destroyer, used mainly in coastal and near-sea waters for patrol, escort and anti-submarine work.

The NGC project has been in the pipeline for over four years:

1. **6 June 2022:** The **Defence Acquisition Council (DAC)**, chaired by Raksha Mantri Rajnath Singh, accorded **Acceptance of Necessity (AoN)** for NGCs at an estimated cost of about **₹36,000 crore**. The DAC said the ships would be built to a new **in-house design of the Indian Navy** and would serve roles such as surveillance, escort operations, deterrence, Surface Action Group operations, search and attack, and coastal defence.
2. **21 May 2025:** At a meeting of the MoD's **Commercial Negotiation Committee**, commercial bids for eight NGCs were opened. In its filing to the stock exchanges, GRSE said it was the **lowest bidder (L1)** and that the L1 bidder would be awarded **five** ships.
3. **2 November 2026:** Contracts signed with GRSE and GSL.

The value of the signed contracts (₹53,866.50 crore) is well above the 2022 AoN estimate (about ₹36,000 crore). The official releases do not explain the difference, so students should quote each figure with its date.

## Key details

| Item | Detail |
|---|---|
| Project | Next Generation Corvettes (NGC) |
| Number of ships | 8 |
| Total value | ₹53,866.50 crore |
| GRSE | 5 corvettes |
| Goa Shipyard Limited | 3 corvettes |
| Signed | 2 Nov 2026, Kartavya Bhawan-2, New Delhi |
| Design | Indian Navy (indigenous) |
| Builder selection | Competitive process among DPSUs |
| Employment (next 10 years) | ~72 lakh person-days in shipyards; ~460 lakh person-days in ancillary industries and MSMEs |

**Capabilities and roles.** According to the MoD, the NGCs will carry advanced missiles, weapons and sensor suites, allowing them to operate in the **air, surface and sub-surface** domains. Their stated roles are:

- safeguarding **maritime trade routes**;
- **anti-surface** and **anti-submarine warfare**;
- **coastal defence**;
- **littoral combat** (fighting close to the shore);
- **maritime presence and surveillance** missions.

**What is new.** The MoD calls this the **first project** in which ships designed indigenously by the Indian Navy will be built by DPSUs that were **selected through a competitive process**.

## Why it matters

- **Naval capability:** Eight multi-role corvettes add hulls for coastal security and anti-submarine tasks, freeing larger ships for distant missions.
- **Indigenous design:** The ships come from the Navy's own design, which keeps design knowledge and later upgrades within the country.
- **Competition among public yards:** Choosing builders through competition, rather than by nomination, is meant to improve price and delivery discipline.
- **Industrial ecosystem:** The MoD expects the project to draw in DPSUs, private shipyards and Indian industrial partners, including **MSMEs**, and to use Made-in-India materials, equipment and technologies.
- **Jobs:** The MoD estimates about **72 lakh person-days** of work in the shipyards and **460 lakh person-days** in ancillary industries and MSMEs over the next ten years, about **532 lakh person-days** in all.

## Issues and criticism

- **Cost and timeline not fully public:** The PIB release does not give the contract value for each shipyard or a delivery schedule, so it is hard to judge value for money or track progress.
- **Rise from the AoN estimate:** The signed value is much higher than the 2022 estimate; no official explanation was given.
- **Time taken:** More than four years passed between the AoN (June 2022) and the contracts (November 2026). Long gaps between approval and contract are a familiar problem in defence procurement.
- **Indigenous content not quantified:** The release stresses Made-in-India equipment but does not state an indigenous-content percentage.

## Way forward

- Publish delivery milestones and track them, so the ships join the fleet on time.
- Raise indigenous content in weapons, sensors and propulsion, where import dependence tends to remain.
- Use the 'Navy design + competitive build' model for future warship programmes if it delivers on cost and time.
- Bring MSMEs into the supply chain early, through clear orders and timely payments.

## Mains practice question

**"The Next Generation Corvette project combines in-house naval design with competitive construction by public sector shipyards." Examine how such projects can strengthen India's defence-industrial base, and what could hold them back. (250 words)**

Points to cover:

1. The project: eight ships, ₹53,866.50 crore, GRSE and GSL, Navy design, competitive selection.
2. Gains: naval capability, design self-reliance, MSME and ancillary demand, employment in person-days.
3. Constraints: time from AoN to contract, cost rise over the estimate, limited public data on delivery and indigenous content.
4. Way forward: milestone tracking, deeper indigenisation of weapons and sensors, wider use of competitive building.

## Exam angle
- **UPSC:** GS III: indigenisation of technology, defence manufacturing, maritime security; Prelims: NGC numbers, shipyards, AoN and the 'Navy design + competitive DPSU build' model
- **SSC:** Current GK: ₹53,866.50 crore, 8 corvettes, GRSE builds 5 and GSL builds 3
- **Banking:** One-liners: contract value, signing date (2 Nov 2026), employment of about 532 lakh person-days over ten years
- **Railways:** Who-what-where: GRSE and Goa Shipyard Limited are Defence PSUs; signing at Kartavya Bhawan-2, New Delhi
- **CDS/NDA:** Naval roles of NGCs: anti-surface and anti-submarine warfare, coastal defence, littoral combat, maritime surveillance

## Key terms
- **Corvette:** A small, fast warship, smaller than a frigate or destroyer, suited to coastal and near-sea tasks such as patrol, escort and anti-submarine work.
- **Acceptance of Necessity (AoN):** The Defence Acquisition Council's approval that a capital purchase is needed; it is the first formal step of a defence procurement.
- **DPSU:** Defence Public Sector Undertaking: a government-owned company under the Ministry of Defence, such as GRSE and Goa Shipyard Limited.
- **L1 bidder:** The lowest bidder when commercial bids are opened in a competitive tender.
- **Person-days:** A measure of employment: one person working for one day; 72 lakh person-days could mean many workers over many days.
