What happened

Defence Minister Rajnath Singh led India's delegation to the 13th ASEAN Defence Ministers' Meeting-Plus (ADMM-Plus) in Cebu, Philippines, held on 28–29 October 2026 under the chairmanship of the Philippines. He addressed the meeting on 29 October 2026. The theme of the 13th ADMM-Plus was "Navigating Our Future, Together".

According to the Ministry of Defence, his address covered three main points:

  1. Counter-terrorism: India is ready to share its "battle-tested" experience with ADMM-Plus partners through joint exercises, capacity-building and intelligence sharing. He cited Operation Sindoor as proof of this approach.
  2. Maritime security: He backed the rule of law at sea, in particular UNCLOS, and freedom of navigation and overflight. He said this stance is not aimed at any country.
  3. Youth: He proposed a dedicated defence "Youth Bridge" between India and ASEAN.

On 28 October, the day before his address, he held bilateral meetings on the sidelines. The most important was with US Secretary of War Pete Hegseth (the title used by PIB), where the two reviewed the 10-year India-US Defence Framework.

Background

  • ADMM-Plus: The ASEAN Defence Ministers' Meeting (ADMM) is ASEAN's highest defence consultative mechanism. ADMM-Plus brings in eight Dialogue Partners ("Plus countries"): Australia, China, India, Japan, New Zealand, the Republic of Korea, Russia and the United States. The first ADMM-Plus was held in Ha Noi, Viet Nam, on 12 October 2010, and it has met every year since 2017.
  • ASEAN membership: ASEAN now has 11 member states. Timor-Leste was admitted as the 11th member on 26 October 2025, at the opening of the 47th ASEAN Summit.
  • Practical cooperation: ADMM-Plus works through seven Experts' Working Groups (EWGs): maritime security, counter-terrorism, humanitarian assistance and disaster management, peacekeeping operations, military medicine, humanitarian mine action, and cyber security. Each EWG is co-chaired by one ASEAN state and one Plus country for a three-year cycle.
  • India and ASEAN: India became an ASEAN Dialogue Partner in 1992. India and the US signed the Framework for the US-India Major Defence Partnership, valid for 10 years, on 31 October 2025 at the 12th ADMM-Plus in Kuala Lumpur.

Bilateral meetings (28 October)

CounterpartMain points
USA – Secretary of War Pete HegsethReviewed the 10-year India-US Defence Framework; operational readiness, technology sharing, defence industrial integration, maritime security and supply chains. Singh called for zero tolerance towards nations that support terrorists; Hegseth reaffirmed US support to India against cross-border terrorism
South Korea – Minister of National Defense Kang Shin-chulCo-development of military technologies, joint industry work, maritime security
Japan – Defense Minister Shinjiro KoizumiMine countermeasures and possible joint naval shipbuilding; agreed to speed up talks on holding the 4th Japan-India 2+2 meeting
Singapore – Defence Minister Chan Chun SingMore joint exercises; invitation to Aero India 2027 (Bengaluru, February); Singapore takes the ADMM-Plus chair for 2027

Why it matters

  • Counter-terrorism on a multilateral stage. India used a regional forum to present Operation Sindoor as a model and to offer training and intelligence cooperation. Its EWG co-chair role gives this offer a formal channel.
  • Maritime role. By pointing to its record in the Gulf of Aden and backing UNCLOS, India presents itself as a net security provider in the Indian Ocean and the wider Indo-Pacific.
  • Act East in practice. The Youth Bridge proposal and the Year of Maritime Cooperation add people-to-people and naval links to India-ASEAN ties.
  • India-US ties. The Hegseth meeting, almost one year after the framework was signed, shows the framework is being reviewed at minister level.

Issues and criticism

  • Proposal, not a programme. The official release does not give a structure, budget or timeline for the Youth Bridge; its value depends on ASEAN's response.
  • One side of the record. The account of Operation Sindoor and of the bilateral talks comes from India's Ministry of Defence. Other governments' readouts may stress different points.
  • Careful wording on the seas. Singh stressed that India's support for freedom of navigation is "not directed against any country". This careful phrasing suggests how sensitive maritime issues remain among ADMM-Plus members.
  • Forum limits. ADMM-Plus is a consultative platform; it works by dialogue and practical drills, not binding decisions.

Way forward

  • Turn the Youth Bridge idea into a concrete plan with ASEAN partners.
  • Use the Counter-Terrorism EWG, which India co-chairs until 2027, for joint exercises and training.
  • Follow up the bilateral talks: the India-US framework, the India-Japan 2+2 and co-development with South Korea.
  • Keep up the momentum when Singapore chairs ADMM-Plus in 2027.
