What happened

The Ministry of Road Transport and Highways (MoRTH) has amended the Central Motor Vehicles Rules, 1989 to allow E100, fuel made of 100% ethanol, in vehicles that manufacturers design as flex-fuel vehicles. The notification, G.S.R. 911(E), was reported by ANI and other outlets on 26 October 2026. Business Today and ChiniMandi date it 23 October 2026, and ChiniMandi gives 26 October as the date of Gazette publication. The rules take effect from publication in the Official Gazette. RankVyuh could not find the notification on the e-Gazette or a PIB release on it, so the details below rest on these reports.

The change comes after India reached its 20% ethanol blending (E20) goal. A Ministry of Petroleum and Natural Gas Q&A released through PIB on 10 July 2026 put blending in Ethanol Supply Year (ESY) 2025-26 at 20% for November 2025 to June 2026.

Background

  • Ethanol Blended Petrol Programme (EBP): According to the petroleum ministry, it began as a pilot in 2001. Blending was about 1.5% until 2014.
  • National Policy on Biofuels, 2018: It first set the 20% target for 2030. A 2022 amendment moved the deadline to ESY 2025-26 and added damaged food grains, broken rice and grains unfit for human use as feedstock.
  • Flex-fuel push in 2026: On 4 June 2026 Petroleum Minister Hardeep Singh Puri launched India's first flex-fuel passenger vehicle. On 5 June (World Environment Day) E85 went on sale at 48 public sector oil company outlets. PIB said this would grow to about 500 outlets by December 2026 and about 5,000 by December 2027.
  • Draft stage: MoRTH released the draft rules (G.S.R. 313(E)) on 27 April 2026 for 30 days of public comment. According to the reports, the final notice says the ministry considered the objections and suggestions it received.

Key details

ProvisionWhat changed
Rule 115 (emission standards)Several references to "E85" now read "E85 or E100"
Who may use E85/E100Only vehicles that OEMs design as flex-fuel vehicles
Gross vehicle weight threshold3,000 kg raised to 3,500 kg in the relevant emission table
Rule 115EAnnexure reference for E100 vehicles changed from Annexure S to Annexure SA (ChiniMandi, Business Today; also in the April draft)
Fuel tableGasoline entry lists E10 and E20; biodiesel entry moves from B10 to B100 (ChiniMandi; Business Today reports B100 parameters)
Legal powerSection 110 of the Motor Vehicles Act, 1988 (as reported by ChiniMandi)

A PTI report, cited by Outlook Business, says fuels above E20 and up to E100 are meant only for vehicles designed and certified to use them. Ordinary petrol or E20 vehicles cannot use E85 or E100. Reports say the notification sets no timeline for selling E100 nationwide.

2023-2414.60%
2024-2519.20%
2025-26 (Nov-June)20%

Why it matters

  • Import bill and forex: PIB (3 June 2026) says India imports about 88.5% of its crude oil. The petroleum ministry says that since ESY 2014-15 the EBP has saved over Rs 1.97 lakh crore in foreign exchange and replaced about 316 lakh tonnes of crude oil.
  • Farmers' income: The same release puts payments to farmers at over Rs 1.66 lakh crore. Minister Puri has called farmers "Urjadatas" (energy providers) as well as "Annadatas".
  • Capacity: According to PIB (4 June 2026), ethanol production capacity grew from 421 crore litres in 2014 to about 2,000 crore litres in 2026. Procurement now exceeds 1,040 crore litres.
  • Next step after E20: Blending is now 20%. Further growth in ethanol demand therefore has to come from flex-fuel vehicles running on E85 or E100. PIB has said wider E85 retail could lift aggregate blending to nearly 26% by 2030-31.
  • Emissions: PIB says flex-fuel vehicles running on E85 can cut lifecycle greenhouse gas emissions by about 61% compared with petrol vehicles.

Issues and criticism

  • Consumer concerns over E20: The Statesman reports protests in several places. Motorists say E20 harms engines and want the option of pure petrol. In its July Q&A, the petroleum ministry accepts a 3-5% fall in fuel economy in some vehicles but, citing carmakers' service data, says there is no E20-linked damage.
  • Cost: The ministry's own Q&A says E20 costs more to produce than petrol when crude is around US$70 a barrel. Maize-based ethanol is bought at about Rs 71.86 per litre before taxes and logistics.
  • Food versus fuel: The ministry reports allocating 52 lakh tonnes of surplus FCI rice to ethanol over ESY 2024-25 and 2025-26 and diverting 40 lakh tonnes of sugar in ESY 2024-25. This raises questions about water use and food stocks if demand rises further.
  • Supply gap: Few E100 vehicles or pumps exist. Uptake will depend on prices, State taxes and automakers.

Way forward

  • Expand E85 and E100 dispensing along the planned outlet roadmap.
  • Give consumers clear labelling so that non-flex vehicles are not filled with high-ethanol fuel.
  • Encourage States to cut taxes on flex-fuel vehicles and fuels, as Minister Puri has urged.
  • Shift feedstock towards agricultural residue and second-generation ethanol to ease food and water pressure.

Prelims pointers

  • E100 was allowed through G.S.R. 911(E), issued by MoRTH and reported on 26 Oct 2026.
  • The amended rule is Rule 115 (emission standards) of the CMVR, 1989.
  • E85 and E100 are only for vehicles designed by OEMs as flex-fuel vehicles.
  • The gross vehicle weight threshold was raised from 3,000 kg to 3,500 kg.
  • National Policy on Biofuels, 2018: the 2022 amendment advanced the E20 target from 2030 to ESY 2025-26.
  • E10 was achieved in June 2022.
  • E85 was launched on 5 June 2026 at 48 OMC outlets.
