What happened
On 28 October 2026 Prime Minister Narendra Modi chaired the 54th meeting of PRAGATI (Pro-Active Governance and Timely Implementation) at Seva Teerth, New Delhi. According to the Prime Minister's Office (PMO) release, the meeting reviewed infrastructure projects worth over Rs 16,000 crore spread across 31 States and Union Territories.
Three areas were taken up: Railways (including the redevelopment of Ahmedabad railway station), PM Ekta Malls, and Bulk Drug Parks in Andhra Pradesh, Gujarat and Himachal Pradesh. The PM also spoke about the Aspirational Districts and Aspirational Blocks programmes. The review looked at timelines, coordination between agencies and quick resolution of pending issues. The release does not give the number of individual projects.
Background
- What PRAGATI is: An ICT-based, multi-modal platform for grievance redressal and for monitoring Central Government programmes and projects, including projects flagged by States.
- Launch: The first PRAGATI interaction was held on 25 March 2015 (PMO release of that date).
- Three technologies: Digital data management, video-conferencing and geo-spatial technology.
- Three-tier system: The PMO, Union Government Secretaries and State Chief Secretaries, with the Prime Minister leading the session.
- Inputs: Grievance data from CPGRAMS, project data from the Project Monitoring Group (PMG) and data from the Ministry of Statistics and Programme Implementation.
- Track record: All India Radio reported on 2 January 2026, citing Cabinet Secretary T V Somanathan, that after 50 meetings PRAGATI had reviewed over 3,300 projects worth about Rs 85 lakh crore and 61 schemes, and that 7,156 of 7,735 project-related issues had been resolved (about 92.5%, by RankVyuh's calculation).
- Previous meeting: The 53rd meeting, on 25 August 2026, reviewed six projects worth over Rs 30,000 crore in nine States, along with AgriStack under the Digital Agriculture Mission (PMO release).
Key details
| Item reviewed | What the PM said (PMO release) |
|---|---|
| Overall | Projects worth over Rs 16,000 crore in 31 States/UTs |
| PM Ekta Malls | Should give local products a market, support artisans' livelihoods, link with tourism and local businesses; Chief Secretaries to review progress regularly and ensure timely completion |
| Bulk Drug Parks (AP, Gujarat, HP) | Prioritise domestic production of active pharmaceutical ingredients (APIs) and essential inputs for self-reliance |
| Railways (Ahmedabad station redevelopment reviewed) | Speed up redevelopment of major stations across India; redeveloped stations to work as multimodal hubs linked to metro and other transport |
| Welfare schemes | Chief Secretaries to review schemes with District Magistrates every month |
| Aspirational Districts and Blocks | Convergence, regular monitoring and local accountability are key |
General directions to Ministries and States:
- Clear bottlenecks in mission mode.
- Strengthen Centre-State and inter-agency coordination.
- Monitor closely at the senior-most level.
- Anticipate problems, take timely decisions and fix clear accountability for on-schedule completion.
The PM said governance must focus on "outcomes over outlays". The release also states that governance and welfare efforts have helped nearly 25 crore people move out of multidimensional poverty.
About the schemes reviewed:
- PM Ekta Mall (Unity Mall): Announced in the Union Budget 2023-24 to sell ODOP (One District, One Product) items, GI-tagged products and handicrafts, with space for every State and UT. It is funded under the Scheme for Special Assistance to States for Capital Investment (SASCI) 2023-24, which set aside Rs 5,000 crore; DPRs of 27 States worth Rs 4,795.87 crore were approved (Lok Sabha reply, 29 July 2025).
- Bulk Drug Parks: The scheme has budgetary support of Rs 3,000 crore, with Rs 1,000 crore of central assistance for common infrastructure in each of the three parks; their combined project cost is over Rs 6,300 crore (Lok Sabha reply, Department of Pharmaceuticals).
Why it matters
- Cost and time overruns: PRAGATI was designed to deal with delays in public projects. Reviews at the PM's level push stuck files across ministries and States.
- Cooperative federalism: Union Secretaries and State Chief Secretaries sit in the same review, so Centre-State issues are settled together.
- Pharma security: Domestic API production reduces dependence on imported drug inputs.
- Local economy: Ekta Malls link artisans and ODOP/GI products with buyers and tourists.
- Last-mile delivery: Monthly CS-DM reviews push accountability down to the district level.
Issues and criticism
The official release does not discuss shortcomings. The points below are RankVyuh's analysis, not official findings.
- Dependence on top-level reviews: Results depend heavily on attention from the PM's level; routine ministry systems may still be slow.
- Limited public data: Releases give headline values, not project-wise delays, cost escalation or completion dates, which makes independent checking hard.
- Input versus outcome: The PM's own stress on outcomes over outlays shows that money sanctioned does not always mean results on the ground.
- State capacity: Ekta Malls and Bulk Drug Parks depend on State land, approvals and funds, so progress can vary from State to State.
Way forward
- Publish project-wise progress dashboards to improve transparency.
- Strengthen ministry-level and State-level monitoring so that fewer issues need to reach PRAGATI.
- Track outcomes, such as API output from drug parks and artisan sales at Ekta Malls, not just completion.
- Make the monthly Chief Secretary-District Magistrate review a fixed routine in every State.
