What happened

External Affairs Minister (EAM) S. Jaishankar attended the G20 Foreign Ministers' Meeting in Atlanta, Georgia (USA) on 30–31 October 2026. The meeting was hosted by US Secretary of State Marco Rubio.

In remarks he shared on X on 30 October, as reported by ANI and The Tribune, Jaishankar made four main points:

  1. Shipping attacks hurt the Global South most. He said the Global South is "disproportionately bearing the consequences of attacks on civilian shipping and seafarers", because hostilities in the Middle East threaten the supply and price of fuel, food and fertilisers.
  2. Freedom of navigation under law. He called for preserving freedom of navigation and ending the attacks within international law, "especially UNCLOS".
  3. Fair trade for developing countries. He said the "right to industrialise is being denied" through the flooding of markets and the weaponising of supply chains.
  4. Terrorism. He warned that "tactical calculations should not lead to overlooking the dangers of terrorism", calling it a high-risk activity that has "come back to bite even the practitioners".

He also said that India and Liberia have launched a joint initiative to safeguard seafarers.

Background

  • US-hosted G20 in 2026: The US State Department announced on 18 May 2026 that Atlanta would host the foreign ministers' meeting and that President Donald Trump would host the G20 Leaders' Summit on 14–15 December 2026 at Trump National Doral, Miami, Florida.
  • US approach: In its 26 October release, the State Department said the US is "returning the G20 to its core economic mission", and that the Atlanta talks would address geopolitical crises driving economic shocks, including threats to freedom of navigation, energy and food security, and supply chains.
  • Hormuz crisis: As reported by ANI, two ships carrying Indian crew were hit in the Strait of Hormuz around the time of the meeting: the Liberia-flagged tanker MT Arzanah (two Indians on board) on 29 October and the Panama-flagged tanker MT Louise 1 (27 Indians on board) on 30 October. Ports, Shipping and Waterways Minister Sarbananda Sonowal said all 29 Indian seafarers on both vessels were safe.
  • Human cost for India: At the MEA briefing on 28 October, spokesperson Randhir Jaiswal said India had lost 22 Indian nationals in the West Asia conflict, including 14 seafarers (as reported by Republic).

According to the MEA spokesperson, quoted by ThePrint, Jaishankar would also take part in a Quad Foreign Ministers' Meeting on the sidelines and hold several bilateral meetings. WION and DD News reported that the last Quad foreign ministers' meeting was held in New Delhi on 26 May 2026.

Why it matters

  • Energy and food security: DD News noted that the energy and sea-lane agenda bears directly on India's imports of oil, LNG and fertiliser. A disrupted Hormuz route raises costs for import-dependent economies.
  • Seafarers: With 14 Indian seafarers among the 22 Indians lost in the West Asia conflict (MEA), and 29 more on the two tankers hit in late October, seafarer safety is a direct national interest, not only a trade issue.
  • Voice of the Global South: Jaishankar framed shipping attacks in terms of fuel, food and fertiliser costs for developing countries, at a meeting where the host is stressing an economy-first agenda.
  • Terrorism on the agenda: The warning about "tactical calculations" cautions against tolerating terrorism for short-term strategic gains.
  • Quad: A Quad ministerial alongside the G20 keeps the Indo-Pacific grouping engaged. ThePrint reported that a Quad leaders' summit is likely in Manila in November, which would be the first at leaders' level in two years.

Issues and criticism

  • Consensus is hard: A State Department official said earlier G20 ministerials this year had produced consensus statements, but that "more work is needed" before the Miami summit (as reported by DD News). With crises such as Ukraine and the Middle East on the agenda (WION), agreed language may be hard to reach.
  • Uneven attendance: China sent Executive Vice Foreign Minister Ma Zhaoxu rather than Foreign Minister Wang Yi, as reported by WION and DD News.
  • Conflicting accounts: Reports differ on how MT Louise 1 was damaged. ANI's report cited limpet mines, while Minister Sonowal's statement referred to projectile attacks on both ships. The cause is not settled in these reports.
  • Scope of the G20: The US says it is returning the G20 to its core economic mission, while its own release says global security and economic prosperity are "inextricably linked". Jaishankar's remarks likewise tied security threats (shipping attacks, terrorism) to economic costs.

Way forward

  • Push for a G20 statement that backs freedom of navigation under UNCLOS and an end to attacks on merchant ships.
  • Expand the India–Liberia seafarer initiative with other major flag states and crew-supplying countries.
  • Diversify energy and fertiliser sourcing and build strategic reserves to reduce exposure to one chokepoint.
  • Use the Quad and G20 tracks together for maritime security, supply chains and counter-terrorism.
