What happened
The Ministry of New and Renewable Energy (MNRE) said on 29 October 2026 that Indian companies have signed firm green hydrogen offtake commitments of 5,55,610 metric tonnes per annum (MTPA) up to October 2026. MNRE described this as the largest such volume in the world. The figure is about 11% of the 5 MMT production target of the National Green Hydrogen Mission (NGHM).
Three numbers to remember (MNRE data, as carried by DD India):
- 18 new offtake agreements were signed in 2026 alone, covering more than 4 lakh MTPA (green hydrogen equivalent).
- Since the Mission began in 2023, 23 offtake contracts covering about 5.5 lakh MTPA have been signed.
- More than 70% of the contracted volume is meant for export.
The projects behind these contracts are expected to draw investment of about Rs 90,000 crore (about US$ 9.5 billion).
Background
- Green hydrogen is hydrogen made by splitting water with electricity from renewable sources.
- Green Hydrogen Standard (August 2023): MNRE treats hydrogen as green only if emissions are 2 kg CO2 equivalent or less per kg of hydrogen, measured well-to-gate and averaged over 12 months (PIB backgrounder, 28 Oct 2026).
- National Green Hydrogen Mission: approved by the Union Cabinet in January 2023 with an outlay of Rs 19,744 crore (up to 2029-30). Target: at least 5 MMT a year of production capacity by 2030, rising to about 10 MMT a year if export demand grows.
- SIGHT programme (Strategic Interventions for Green Hydrogen Transition): the Mission's main incentive scheme, with Rs 17,490 crore up to 2029-30 for electrolyser manufacturing and green hydrogen production.
- Hard-to-abate sectors the Mission targets: fertiliser, refining, steel, heavy road transport and shipping.
Key details
Export deals named by MNRE
| Indian company | Buyer / partner | Product and volume |
|---|---|---|
| ACME Group | IHI (Japan) | Green ammonia, 4,88,000 MTPA |
| ACME Group | Mitsubishi Gas Chemical (Japan) | Green methanol, 1,00,000 MTPA |
| Larsen & Toubro | ITOCHU (Japan), via an SPV | Green ammonia, 3,00,000 tonnes a year; deliveries from December 2029 |
| Reliance Industries | Samsung C&T (South Korea) | 15-year green ammonia sales and purchase agreement worth over US$ 3 billion; deliveries from 2028 |
| AM Green | Hintco (HINT.CO GmbH), under Germany's H2Global auction | Sole winner of the auction's Asian lot; Hintco to buy renewable (RFNBO) ammonia worth at least EUR 585 million over 10 years; first deliveries to Germany in 2029 |
| AM Green | Uniper (Germany) | Firm offtake agreement, green ammonia, 2,50,000 MTPA |
| AM Green | JERA (Japan) | Binding heads of agreement, green ammonia, 70,000 MTPA |
| Agastya | SAR (Sri Lanka) | Green methanol, 2,50,000 MTPA (offtake arrangement still being finalised) |
| Jouno Joules | Select Energy GmbH | Green ammonia, 600 tonnes a day (about 2,19,000 MTPA) |
Note: these volumes are in tonnes of ammonia or methanol, not hydrogen. The 5,55,610 MTPA headline is in green hydrogen equivalent, so the rows cannot simply be added up.
Domestic demand under SIGHT
- Supply agreements for 6,70,000 MTPA of green ammonia to 11 fertiliser units.
- Projects awarded for 30,000 MTPA of green hydrogen for refineries of IOCL, BPCL, HPCL and Numaligarh Refinery Limited (NRL).
Why it matters
- Demand certainty: Banks fund plants only when a buyer has signed. Offtake agreements turn announced capacity into bankable projects.
- Export hub ambition: With over 70% of volumes for buyers in Japan, South Korea, Germany and Sri Lanka, India is positioning itself as a supplier of green ammonia and methanol.
- Energy security: The PIB backgrounder of 28 October 2026 expects the Mission to cut cumulative fossil fuel imports by about Rs 1 lakh crore by 2030.
- Climate goals: The Mission supports India's net zero by 2070 target and is expected to avert nearly 50 MMT of CO2 a year by 2030.
- Green fertiliser and refining: Replacing grey ammonia and grey hydrogen in fertiliser plants and refineries cuts emissions in sectors that cannot easily electrify.
Issues and criticism
The MNRE release does not discuss risks. The points below are RankVyuh's analysis based on official data.
- Contracts versus production: Only about 8,000 tonnes per annum of green hydrogen capacity had been commissioned by February 2026 (PIB backgrounder, 28 Oct 2026), a small fraction of the 5 MMT target.
- Firmness varies: MNRE's own list mixes firm offtake agreements with a heads of agreement (AM Green-JERA) and an arrangement still being finalised (Agastya-SAR). Stated delivery dates fall in 2028-2029, so execution risk remains.
- Export tilt: With over 70% of volume going abroad, domestic decarbonisation depends on the smaller SIGHT-backed demand.
- Domestic gap to watch: In March 2026 SECI had discovered prices for 7.24 lakh MTPA of green ammonia for 13 fertiliser units (PIB, 24 Mar 2026); by October 2026 signed supply agreements covered 6.70 lakh MTPA for 11 units. MNRE has not explained the difference, so whether the remaining two units will sign is unclear.
- Cost: Green ammonia for fertiliser units was discovered at Rs 55.75 per kg (PIB backgrounder, Nov 2025); keeping it competitive with fossil-based supply is a continuing challenge.
Way forward
- Convert offtake contracts into commissioned plants on schedule, with public tracking of each project.
- Expand domestic demand in steel, shipping fuel and heavy transport, where pilots are already under way.
- Build port infrastructure at the recognised hubs (Kandla, Tuticorin and Paradip) for ammonia and methanol exports.
- Use the Green Hydrogen Certification Scheme so that Indian exports meet buyers' emission rules.
