What happened
On 29 October 2026 the Department of Economic Affairs (DEA), Ministry of Finance, released its Monthly Economic Review (MER) for October 2026, prepared by its Economic Division. The review uses data up to September 2026 and early October 2026.
Its headline estimate: the Department's nowcasting model puts India's real GDP growth for Q2 FY27 (July–September 2026) at 7.35%, after official growth of 7.8% in Q1 FY27 (April–June 2026). The review says high-frequency indicators point to "sustained growth momentum" in the quarter, but it also lists risks: high crude oil prices, food inflation, an uncertain Kharif crop, El Niño and global financial tightening.
Background
- What the MER is: A monthly report of the Economic Division of the DEA. It reviews global conditions and India's growth, inflation, external sector, money and credit, and ends with an outlook and a table of high-frequency indicators (HFIs).
- What a nowcast is: An estimate of GDP for a quarter that has just ended, made before official data is out, using monthly indicators such as GST collections, electricity use, port traffic and vehicle sales. It is a model estimate, not official GDP. Official GDP estimates are released by the National Statistics Office (NSO), MoSPI.
- Source of the model: The review says the nowcasting model was introduced in the Economic Survey 2025-26.
- Previous estimate: The September 2026 MER had put Q2 FY27 growth at 7.3%. The October review raises it slightly to 7.35%.
Key details
Growth forecasts for India, FY27 (Table 2 of the review)
| Agency | FY27 projection | Previous projection | Revision |
|---|---|---|---|
| IMF | 7.0% | 6.4% (July 2026) | +0.6 pp |
| World Bank | 7.1% | 6.6% (April 2026) | +0.5 pp |
| OECD | 7.1% | 6.3% (June 2026) | +0.8 pp |
| RBI | 7.1% | 6.7% (August 2026) | +0.4 pp |
Indicators behind the 7.35% nowcast (Q2 FY27, year-on-year)
- Gross GST collections grew about 15%, up from about 8.4% in Q1.
- Domestic automobile sales grew about 25%, in both rural and urban markets.
- E-way bill generation grew 7.0%, a slower pace than before.
- Bank credit grew 21.6% as of 30 September 2026.
- Manufacturing and services PMIs eased during the quarter but stayed in expansion and improved in September; the HSBC India Manufacturing PMI rose to 55.1 in September from 52.8 in August.
Other numbers in the review
- Inflation: CPI inflation rose 71 basis points to 5.54% in September 2026; food inflation was 7.74%. Q2 FY27 CPI inflation averaged 4.94%.
- RBI: In October 2026 the MPC raised the repo rate by 25 basis points to 5.50% and changed its stance from neutral to "calibrated tightening".
- Industry: IIP grew 8.0% in August 2026; the Index of Core Industries grew 7.9% in September 2026.
- External sector: Merchandise exports grew 23.1% in September 2026. Forex reserves were USD 721 billion on 16 October 2026, an import cover of 10.3 months.
- Global: The IMF's October 2026 World Economic Outlook projects global growth of 3.1% in 2026.
Why it matters
- Early signal: The nowcast gives an early reading of Q2 growth before the official NSO estimate. It puts growth above 7% even as, per the review, the Middle East conflict and higher energy prices weigh on the global economy.
- Broad-based demand: The review links growth to industry, energy use, port traffic, tax collections and vehicle sales, not one sector alone.
- Policy trade-off: Growth is firm but inflation is rising, which is why the RBI has moved to "calibrated tightening". The review says sustaining activity while protecting price stability will be the focus in the second half of FY27.
- External buffer: Reserves with 10.3 months of import cover give room to handle pressure on the rupee.
Issues and criticism
The review itself notes several cautions:
- Model estimate: 7.35% is a nowcast, not official GDP, and can differ from the NSO figure. The outlook section of the same review rounds it to 7.3%.
- Base effect in auto sales: The review says the 25% jump in vehicle sales was partly inflated by a low base, as buyers had deferred purchases in August–September 2025 ahead of GST rate cuts.
- Softer indicators: E-way bill growth slowed, PMIs moderated during Q2, and air passenger traffic fell 5.4% (data up to August).
- Inflation and farm risks: Food inflation, high crude oil prices, freight disruption on West Asian routes and an intensifying El Niño that threatens soil moisture for Rabi sowing are named as risks. The HFI table shows rainfall 19% lower and reservoir levels 21.3% lower than a year earlier.
- External strain: The current account deficit widened in April–August FY27, and the review says strain on the rupee persists.
- Global risks: A slowdown in AI-related investment could hurt trade, and persistent geopolitical frictions and global financial tightening remain "key headwinds".
Way forward
The review's outlook points to these priorities:
- Food supply management: Measures such as Kharif onion releases through the 'Kanda Express', stock-holding limits on sugar dealers and Basic Customs Duty cuts on crude edible oils are expected to ease prices.
- Exchange-rate stability: RBI measures to supply dollar liquidity directly to public-sector oil marketing companies and curb currency speculation may limit imported inflation.
- Reforms: GST process reforms should ease compliance and working capital for firms; credit growth and recent trade agreements should support consumption, investment and exports.
- Manufacturing depth: Raise scale, domestic value addition and export competitiveness.
