Key terms

ECMS
Electronics Component Manufacturing Scheme of MeitY that gives incentives to make electronic components, materials and capital goods in India
Cathode active material
The material on the positive electrode of a battery cell (such as a lithium-ion cell) that stores and releases lithium ions
Multi-layer PCB
A printed circuit board with several stacked layers of copper wiring, used in compact electronic devices
Capex-linked incentive
Support calculated on the capital expenditure (plant and machinery) a company invests

What happened

On 6 November 2026, Union Minister Ashwini Vaishnaw announced that the Ministry of Electronics and Information Technology (MeitY) has approved 12 more applications under the Electronics Component Manufacturing Scheme (ECMS). The 12 projects carry a projected investment of Rs 7,503 crore, projected production of Rs 39,045 crore and direct employment for 7,127 people.

At the same event, the minister launched the web application portal for Semicon 2.0, the next phase of the Semicon India Programme.

Background

The Union Cabinet approved ECMS on 28 March 2025 with an outlay of Rs 22,919 crore. Its aim is to build a component-making base in India, so that phones, laptops and other electronics assembled here use more Indian-made parts and India links into global value chains.

Key features from the 2025 official releases:

  • Tenure: six years (FY2025-26 to FY2031-32), including a one-year gestation period.
  • Three types of incentive: turnover-linked (on sales), capex-linked (on investment in plant and machinery) and hybrid (a mix of both).
  • Jobs condition: part of the incentive depends on meeting employment targets.
  • Coverage: sub-assemblies (such as display and camera modules), bare components (such as multi-layer PCBs), their supply chain parts, and capital goods used in electronics manufacturing.
  • Envisaged outcomes (2025): investment of Rs 59,350 crore, production of Rs 4,56,500 crore and 91,600 additional direct jobs.

Guidelines and the online portal were launched on 26 April 2025, and applications opened on 1 May 2025.

Key details

The MeitY release says the approvals cover 10 target segment products: 4 components, 5 supply chain products, and capital goods and their parts (counted as one segment). The 12 approved applications are:

Other points from the release:

  • States: Gujarat, Karnataka, Madhya Pradesh, Maharashtra, Punjab, Tamil Nadu and Uttar Pradesh.
  • First approvals: copper foil, cathode active material and specialty ceramics received ECMS approval for the first time.
  • MSMEs: according to the minister, nearly 50% of the units approved under the scheme are MSMEs.

Why it matters

  • Deeper value chain: India has grown as an assembler of electronics; ECMS pushes production further back into components, materials and machines.
  • Battery materials: anode material, cathode active material and copper foil are inputs for battery cells, so the round also supports the battery supply chain.
  • Capital goods at home: approvals for molds, tooling and automation equipment mean factories can source some machinery within India.
  • Jobs and MSMEs: with nearly half the approved units being MSMEs, the benefits are not limited to large firms.
  • Spread across states: the scheme now covers 16 states, which widens the industrial base beyond a few clusters.

Issues and criticism

The release does not discuss shortcomings. The points below are RankVyuh's own analysis for balanced answer writing, not official statements.

  • Jobs versus the 2025 estimate (our comparison, not an official finding): placing the two official figures side by side, expected investment (Rs 77,051 crore) and projected production (Rs 5,73,146 crore) from approvals so far already exceed the amounts envisaged for the whole tenure in 2025 (Rs 59,350 crore and Rs 4,56,500 crore), while expected direct jobs (81,755) are below the 91,600 envisaged. The scheme runs till FY2031-32, so this is a snapshot, not a final result.
  • Projected, not realised: all figures are commitments and projections; actual output depends on units being built and running.
  • Technology depth: the minister himself called for rigorous selection of projects with stress on quality, technological depth and R&D; components such as advanced PCBs and battery materials need technology and skilled workers that take time to build.
  • Overlap of schemes: ECMS, Semicon 2.0 and other incentive schemes target related parts of the value chain, so coordination matters to avoid duplication.

Way forward

  • Track commissioning and production of approved units, not only approvals.
  • Link the scheme with skilling so the employment conditions can be met.
  • Build clusters where component, material and capital goods makers sit close to assemblers.
  • Coordinate ECMS with Semicon 2.0 so chip and component supply chains grow together.

Prelims pointers

  • ECMS was approved by the Union Cabinet on 28 March 2025 with an outlay of Rs 22,919 crore; nodal ministry is MeitY.
  • Incentive types: turnover-linked, capex-linked and hybrid.
  • On 6 November 2026, 12 more applications were approved: investment Rs 7,503 crore, production Rs 39,045 crore, 7,127 direct jobs.
  • New units are in 7 states; total coverage is now 16 states and 34 products.
  • Total approvals: 118 applications with expected investment of Rs 77,051 crore.
  • First-time ECMS approvals: copper foil, cathode active material and specialty ceramics.
  • Semicon 2.0 portal launched the same day; Semicon 2.0 outlay is Rs 1,27,500 crore under the India Semiconductor Mission.

One-liners for SSC, Banking and Railways
