What happened
On 3 November 2026, Union Commerce and Industry Minister Piyush Goyal gave the keynote address at the Young Leaders Discourse Forum at Kirori Mal College, New Delhi. According to the PIB release of the Ministry of Commerce & Industry, he said:
- India's exports grew 14% in the first six months of the financial year (April–September 2026), reaching about USD 480 billion.
- The country needs exports of about USD 520 billion in the remaining six months to meet its USD 1 trillion export target for the current year.
- October had also been a good month for exports.
- India recorded its highest-ever exports of USD 863 billion last year.
The target refers to total exports, that is goods (merchandise) plus services.
Background
Why USD 1 trillion is an ambitious target. Goyal explained the choice with a comparison:
- In its projections in April–May 2026, the International Monetary Fund (IMF) had estimated global trade growth at 1.9%.
- India could have set a target of USD 900 billion, which would mean about 5% growth over last year. Even this, he said, would have been more than twice the projected global trade growth.
- India instead chose USD 1 trillion, which means about 16% growth over last year's USD 863 billion.
- He added that the IMF has since revised its global trade growth projection to around 3.5%, and suggested that India's export performance could have been one of the reasons. This is the minister's view, not the IMF's stated reasoning.
Where the numbers come from. The Department of Commerce releases India's trade data every month. The services figures in it are estimates, because the Reserve Bank of India (RBI) publishes services trade data with a lag; for the release of 15 October 2026, the latest RBI services data was for August 2026, so September's services numbers were estimated.

Other points from the official data
- Merchandise trade deficit (April–September): USD 177.64 billion, against USD 156.88 billion a year earlier.
- Services trade surplus (April–September, estimate): USD 102.71 billion, against USD 98.77 billion.
- Non-petroleum exports (April–September): USD 218.70 billion, up 15.56%.
- September 2026 alone: total exports USD 80.75 billion (up 10.99%); merchandise exports USD 44.40 billion against USD 36.08 billion; services exports (estimate) USD 36.35 billion against USD 36.67 billion; overall trade deficit USD 13.30 billion against USD 14.17 billion.
- Major drivers of merchandise export growth in September 2026 (as named in the release): electronic goods (+70.44%), petroleum products (+31.90%), organic and inorganic chemicals (+24.21%), engineering goods (+20.91%) and cotton yarn, fabrics, made-ups and handloom products (+20.76%).
- Top destinations by change in value (April–September): Singapore, USA, China, Tanzania and Malaysia.
What the target needs: USD 520 billion over six months works out to roughly USD 87 billion a month, compared with total exports of USD 80.75 billion in September 2026.
Why it matters
- Goods-led growth: merchandise exports grew more than twice as fast as services exports in the first half; electronics and engineering goods were among the main drivers in September.
- Global context: the growth came in a year when the IMF had initially expected global trade to grow by only 1.9%.
- External sector: exports earn foreign exchange and support jobs in manufacturing and services, which matters for the current account.
- Policy signal: the minister also said several countries are keen to sign preferential and free trade agreements with India, which could open new markets.
Issues and criticism
- Imports grew faster: total imports rose 15.68% against 13.84% for exports, so the overall trade deficit widened from USD 58.10 billion to USD 74.93 billion in the first half.
- Services slowing: services exports grew 8.69% in the first half, and September's estimate was slightly lower than a year earlier.
- Estimates may change: services figures are provisional and are revised when RBI data comes in.
- Steep second half: based on the official estimate of USD 476.20 billion, about USD 524 billion is still needed, or about USD 87 billion a month, above September's USD 80.75 billion.
Way forward
- Track the October 2026 trade data, when released, to check the minister's statement that October was a good month.
- Watch whether electronics and engineering goods sustain their growth.
- Follow progress on trade agreements, which the minister linked to India's rising global standing.
