What happened

The foreign ministers of the Quad (Australia, India, Japan and the United States) met in Atlanta, Georgia (USA) on 31 October 2026, on the margins of the G20 Foreign Ministers' Meeting hosted by the US. According to Japan's Ministry of Foreign Affairs (MOFA), the meeting began shortly after 9:00 a.m. local time and lasted about 40 minutes.

The four ministers were:

  • Marco Rubio, US Secretary of State (host)
  • Dr S. Jaishankar, External Affairs Minister of India
  • Toshimitsu Motegi, Foreign Minister of Japan
  • Penny Wong, Foreign Minister of Australia

It was the third Quad Foreign Ministers' Meeting of 2026, after New Delhi (26 May) and Manila (22 July). The outcome document was the "Quad Joint Press Release on Economic Prosperity and Security". For the wider G20 meeting, see our separate note on the G20 Foreign Ministers' Meeting in Atlanta.

Background

  • Origin: The four countries first worked together as a group in response to the December 2004 Indian Ocean tsunami, according to the Quad's 20th-anniversary statement.
  • Ministerial track: The first Quad Foreign Ministers' Meeting was held in New York in September 2019 (MOFA).
  • Leaders' track: Leaders first met by video conference in March 2021. The last leaders' summit was held in Wilmington, Delaware, in September 2024. India was due to host the next one in 2025, but it was repeatedly delayed amid strained India–US ties over tariffs, oil sanctions and visa curbs, as reported by The Korea Times.
  • New Delhi, May 2026: The ministers launched the Indo-Pacific Maritime Surveillance Collaboration (IPMSC), starting with the Indian Ocean Region, the Quad Critical Minerals Initiative Framework and the Quad Initiative on Indo-Pacific Energy Security (New Delhi factsheet).

Key details

The joint press release groups Quad work under four priority areas:

AreaMain outcomes in the Atlanta press release
Economic prosperity and security"Grave concerns" over economic coercion, including arbitrary export restrictions, and over non-market practices causing overcapacity; US$10 million from the US for critical-minerals recycling facilities in India and ASEAN countries; first Quad Business Leaders' Forum launched; Quad export credit agencies to meet in Tokyo on 18 November; port projects in Fiji (Suva, Lautoka, Rokobili)
Maritime and transnational securityPassage of ships and crews "without the imposition of tolls" in the Strait of Hormuz, Red Sea and Bab el-Mandeb, under international law including UNCLOS; second Quad-at-Sea Ship Observer mission (Chennai to Perth, 25 Sep–7 Oct); first IPMSC exercise at Sea Dragon 2027; first Quad MDA Track 1.5 Symposium under MAITRI in early 2027
Critical and emerging technologyOver US$85 million in assistance for access to trusted "Super Intelligence (SI)" technology; priority countries for trusted 5G, 6G and Open RAN; mapping chokepoints in semiconductor and SI hardware supply chains
Humanitarian assistance and disaster responseCondolences for the 26 August 2026 flash floods, recognising India as first responder in Nepal; Australian, Japanese and US observers at India's AJHE-26 exercise in November; next Indo-Pacific Logistics Network exercise at RIMPAC

Other points: the critical-minerals work focuses on recycling from e-waste and scrap to reduce dependence on any single supplier; energy security includes strategic petroleum reserves, after the first Quad Fuel Security Forum in September; more than 2,000 infrastructure fellowships have been given so far; and the partners will work on secure undersea cable routes.

Leaders' Summit: The press release says only that the ministers "look forward to the convening of the Quad Leaders' Summit". At his press conference the same day, Rubio referred to a Quad leaders' meeting in Manila next month, saying "we'll be announcing very soon, if we haven't already", and that when the leaders meet in November they would be able to announce "some more concrete steps". If held, it would be the first Quad leaders' summit since September 2024.

Why it matters

  • Supply-chain security: The language on export restrictions and overcapacity reflects the members' worry about dependence on one supplier for critical minerals and key inputs. Recycling from e-waste is a practical way to cut that dependence, and India is a named beneficiary of the US$10 million commitment.
  • Sea lanes and energy: The call for passage without tolls through Hormuz, the Red Sea and Bab el-Mandeb matters to India: at the G20 session on energy the day before, Jaishankar said India needs reliable and predictable LPG supplies.
  • India's maritime role: The observer mission sailed from Chennai, India hosts AJHE-26, and the IPMSC began with the Indian Ocean Region, so India sits at the centre of the Quad's maritime work.
  • Revival of the summit track: A leaders' summit after more than two years would show the grouping has survived strains in India–US ties.

Issues and criticism

  • "Anti-China" question: The statement named no country. Rubio said the Quad "is not an anti-China or anti-anybody coalition", but added that the worrying behaviours come "repetitively from one country". China's embassy in Washington said Beijing opposes "exclusive groupings" and "bloc confrontation" (as reported by The Korea Times).
  • Optics vs substance: Farwa Aamer of the Asia Society Policy Institute said before the meeting that it "may remain more of an optics game", since much of the agenda is being worked out bilaterally (IANS).
  • Summit timing: Emma Chanlett-Avery of the same institute warned that a Quad leaders' meeting could be overshadowed by a possible Trump–Putin–Xi meeting soon after (IANS).
  • No firm summit date: As of the press release, no official date for the leaders' summit had been issued.

Way forward

  • Fix a date and deliverables for the Manila leaders' summit.
  • Turn the critical-minerals framework into funded recycling and processing projects with private investment.
  • Run the first IPMSC exercise (Sea Dragon 2027) and build a shared maritime picture for the Indian Ocean.
  • Keep the Quad focused on public goods (health, disasters, infrastructure) so that regional states see it as useful rather than as a military bloc.
