What happened
India has been elected President of the International Solar Alliance (ISA) for a third consecutive term. Union Minister for New and Renewable Energy Pralhad Joshi announced this at a press conference in New Delhi on 3 November 2026, held during the Bharat Renewable Energy Summit and Expo 2026, according to a Ministry of New and Renewable Energy (MNRE) release on PIB.
The election took place at the Ninth Session of the ISA Assembly, which was held at Bharat Mandapam, New Delhi, alongside the summit. According to ANI's preview of the meeting, the Assembly was to be inaugurated on 2 November and hold its plenary session on 3 November, co-chaired by Joshi and France's Minister Delegate for Ecological Transition Mathieu Lefèvre.
France was re-elected Co-President. Joshi thanked member countries for "reposing their trust in India" and congratulated France and its minister on the result (PIB). According to a French Embassy release cited by ANI, France won the co-presidency for 2027–2029, defeating Burkina Faso in the contest. The PIB release does not state the years of India's new term.
Background
- Origin: The ISA was launched jointly by India and France at the COP21 climate conference in Paris in 2015 (PIB, ISA Foundation Day release). PIB describes it as a treaty-based intergovernmental platform.
- Membership: Joshi put the number of ISA Signatory and Member Countries at 130 on 3 November 2026.
- Previous term: At the 7th ISA Assembly in New Delhi in November 2024, India was elected President unopposed and France was elected Co-President after a contest with Grenada, for 2024–2026, as reported by DD News. Ashish Khanna was named the ISA's third Director-General at that session.
- Foundation Day: The ISA's 10th Foundation Day was marked in New Delhi on 11 March 2026 (PIB).

ISA priorities highlighted by Joshi (PIB release)
- Finance: the USD 200 million Africa Solar Facility to unlock investment in Africa's distributed renewable energy sector, backed by India's commitment of about ₹225 crore (USD 25 million); and the USD 300 million Nigeria Distributed Renewable Energy Fund as a model for scaling up across Africa.
- Projects on the ground: ISA-supported projects in Fiji, Madagascar, Comoros and Seychelles power health centres and schools, supply clean drinking water and run agricultural cold storage.
- Small islands: aggregated solar plus storage opportunities, beginning with Mauritius, as a model for Small Island Developing States (SIDS).
- Farmers: empowering 3 million farmers through solar energy and expanding into Agri-PV, adapting India's PM-KUSUM model for member countries, especially in Africa.
- Capacity: 17 Solar Technology Application Resource Centres (STAR-Cs), the Global Capability Centre–SHINE (Strategic Hub for Innovation and Execution) and the AI-enabled ISA Academy.
The minister framed this work around "Power To Empower" and "One Sun, One World, One Grid".
France's commitments (French Embassy release, as reported by ANI): a voluntary contribution of €50,000 to the ISA for 2026; €1.25 million for the STAR-C programme since 2021; and €150,000 to the Africa Solar Facility in 2025. The release linked France's support to the run-up to COP31 in Antalya, Turkey (9–20 November).
Why it matters
- Diplomatic standing: A third consecutive term shows that member countries continue to back India's leadership of a body it co-founded.
- Voice of the Global South: PIB calls the ISA a platform for international cooperation "particularly for the Global South". Most of the priorities listed (Africa finance, island states, farmers) target developing countries.
- From pledges to projects: Joshi said the aim is to move "from solar commitments to investments, from partnerships to projects, and from ambition to impact". Dedicated funds for Africa are the clearest test of this.
- India–France partnership: The India-President, France-Co-President pairing continues the partnership with which the alliance began in 2015.
- Energy and technology: Joshi argued that as artificial intelligence reshapes economies, access to affordable, reliable and clean electricity becomes a bigger strategic need.
Issues and criticism
- Term details not public: The PIB release confirms the third term but not its start and end years; France's term is reported as 2027–2029 only through the French Embassy release. Students should quote "third consecutive term" and avoid guessing dates.
- Contested co-presidency: France had to defeat Burkina Faso (and Grenada in 2024), which shows other members also want leadership roles in the alliance.
- Scale of finance: The Africa Solar Facility (USD 200 million) and India's USD 25 million are small compared with the investment African distributed solar needs; the outcome depends on how much private capital they attract.
- Delivery: Much of the agenda (Agri-PV, STAR-Cs, SIDS storage) is still being rolled out, so results will be judged over the new term.
Way forward
- Publish the new office-bearers and term dates through the ISA so that the record is clear.
- Use the Africa Solar Facility and the Nigeria fund to bring in private and development-bank money for distributed solar.
- Scale up STAR-Cs and the ISA Academy to train technicians in member countries.
- Turn the Mauritius pilot into a template for other small island states.
- Coordinate positions with France and other members ahead of COP31.
